Start following instructions at https://wiki.ubuntu.com/CowdancerHowto

  apt-get install cowbuilder
  edit /etc/sources.list # make sure that the first deb line includes the universe repo
  cowbuilder --create --distribution vivid --basepath /var/cache/pbuilder/base-vivid.cow

Method faile because the sources.list file in the chroot does not list universe as a source. Not sure how to fix this.

====package building environment - Manual methods====

Create the chroot with debootstrap, edit the sources list in the chroot to include universe, install cowbuilder

  debootstrap vivid /var/cache/pbuilder/base-vivid.cow
  emacs /var/cache/pbuilder/base-vivid.cow/etc/apt/sources.list
  chroot /var/cache/pbuilder/base-vivid.cow
  apt-get install cowbuilder
  exit

Install helper packages for building

  apt-get install debhelper quilt git-buildpackage build-essential dh-autoreconf dh-buildinfo dh-exec dh-linktree dh-make dh-make-perl dh-make-php dh-metainit dh-python
  apt-get install debian-goodies emacs-goodies-el
